What if I have other coverage?

If you have other health coverage including Medi-Cal, you can be eligible for Family PACT benefits if you meet all eligibility criteria described under “Client Eligibility Enrollment” and include any of the following: 

  • The other health coverage does not cover any contraceptive methods.  Seeking a specific method of brand of birth control not offered by their coverage is not a criterion of Family PACT eligibility.
  • If you are a student who has no health care coverage for any contraceptive methods.  Seeking a specific method of brand of birth control not offered by their coverage is not a criterion of Family PACT eligibility.
  • If the other health coverage requires an annual deductible that you are unable to meet on the date of service.  Co-payments are not the same as an annual deductible.  If you are unable to make your co-payment, this does not make you eligible for Family PACT.
  • If you have a Medi-Cal unmet share of cost on the date of service.
  • If you have limited-scope Medi-Cal that does not cover family planning. 

Will someone find out?

If you are concerned your partner, spouse or parent may learn about your family planning appointment which keeps you from using your other health coverage, this is a barrier to access and you are eligible for Family PACT benefits if you meet all the other eligibility criteria.  This applies to all clients regardless of age or marital status. 

 
Do I need the consent of my parents or others?

If you are 17 years of age or younger, you are considered a minor. If you are 18 years of age or older, you are considered an adult.  Family planning services does not require the consent of anyone other than the person who is to receive services. In determining eligibility for minors, the State will exclude parental income. Minors may apply for family planning services on the basis of their need for these services, without parental consent. 

Can I use Family PACT as a secondary insurance plan?

Family PACT is a limited benefits health program that provides family planning services and limited family planning-related services.  Family PACT is not a primary care program nor can it be used as a secondary insurance supplement.
