What's the latest on using NPI?

As of May 23, 2008, the dual-use period is over. As Family PACT providers, you are no longer able to use your Medi-Cal numbers. YOU MUST USE your NPI number ONLY! 

Is the HPV vaccine (Gardasil) a Family PACT covered benefit?

No, and at this time there is no plan to cover it in the future.  For those under the age of 19, the Vaccines for Children Program (VCP) can be used to cover the cost of the vaccine.

Is Implanon a Family PACT covered benefit?

Not at this time.  However, it is anticipated that Implanon will be added as a Family PACT benefit in 2008.

How do we know if educational materials are appropriate and at a low reading level?

Many client education materials with a low literacy level and in several different languages are provided at no cost to Family PACT providers.  A catalog of available materials as well as downloadable materials in multiple languages are located on the Family PACT website at Client Education Materials.   

When determining the eligibility of a client for the Family PACT Program, do I have to verify their place of residence?

No, residence is self-certified by the client.

Does Family PACT reimburse for partner treatment of Chlamydia?

The Family PACT Program reimburses for treatment of Chlamydia only if the partner is enrolled in the Family PACT Program.

Is there a specific training that staff members need to complete in order to conduct Family PACT education and counseling visits?

Family PACT providers must ensure that non-clinician counselors have been trained in all family planning methods; are knowledgeable about the Family PACT Standards and program benefits; and have the essential core competence to deliver education and counseling services, including individual client history and assessment of health education and counseling needs.  Within the personnel files of non-clinician counselors, providers must maintain documentation of education and counseling training and performance.  For more information about counseling by non-clinician counselors see the Office Visits Section of the Family PACT Policies, Procedures and Billing Instructions (PPBI), located on-line at www.familypact.org.

Does Family PACT pay for vitamins if a client is trying to get pregnant?

No.

Is there a requirement by Family PACT to document whether or not referrals have been completed by a client?

No, there is no specific requirement by Family PACT to document in the medical records if referrals are completed by the client.  However, medical record documentation of referrals made is required by the Family PACT Program.  Documentation should include the date the referral was made; to whom the referral was made; the reason for the referral; and if possible, record of the client’s signature acknowledging the referral.

Can Family PACT services be provided off-site, such as HIV testing at an outreach event?

No. Family PACT services are required to be provided at a clinic site and eligibility determination and completion of the Client Eligibility Certification (CEC) Form is must be completed at the time of the visit.

Which “S code” is used for a negative pregnancy test?

S600.

Who is served by the Office of Family Planning?

OFP is responsible for the provision of comprehensive clinical family planning services as well as health education programs to low income women and men throughout California. Clinical family planning services are provided through the Family PACT Program. Community based educational services for all persons regarding pregnancy prevention are provided through the Information and Education Program (I&E), the Male Involvement Program (MIP), and the Community Challenge Grant Program (CCG).

Who provides OFP funded services?

OFP does not provide services directly. Clinical services are provided through the statewide Family PACT provider network that includes community clinics, county health departments, hospitals, private physicians, and primary care clinics. Local Family PACT physicians can be found by calling 1-800-942-1054.

Health education services are provided through community based programs, including private non-profit agencies and county health departments.

What clinical services are funded?

Family PACT provides comprehensive family planning services to women and men including all FDA approved forms of contraception, emergency contraception, pregnancy testing with counseling, preconception counseling, male and female sterilization, limited infertility services, testing and treatment for sexually transmitted infections, HIV screening and limited cancer screening. Individual client reproductive health education and counseling is an ongoing component of all services.
